HISTORICAL FRAMEWORK AND CONCEPTUAL ASPECTS OF PLANNING
Unit 1
Topics include: -Social development and planning. Planning models and development styles in Latin America and Argentina. - History of systemic planning: origin and evolution. Ideology and the great Models. - Social and economic planning as a permanent function. - Institutionalization of social and economic planning by the state. - Forms of social participation in planning. - Relationship between planning and social work. The interdisciplinary exercise and the complexity of social processes. The technical and the political in planning.
CONCEPTUAL AND METHODOLOGICAL ELEMENTS FOR THE RESEARCH OF DIAGNOSTIC INVESTIGATIONS
Unit 2
Topics include: - The diagnosis for decision making. - Clarification of nature and magnitude of social problems. - Conceptual elements for the construction of social diagnosis. - The role of social actors/ Participation analysis and Process management. - Social diagnosis as a knowledge process and intervention tool.
PROGRAMMING AND SOCIAL MANAGEMENT: DIFFERENT APPROACHES AND METHODOLOGICAL PERSPECTIVES
Unit 3
- The planning process. Operational levels: plans, programs, projects. Process development. - Traditional planning vs. Strategic planning. Analysis of the planning process. - Conceptual elements of strategic planning and Strategic thinking - Methodology of the logical framework. - Introduction to the methodology of integral management of social programs oriented to results - Importance of the communicational aspect. - Allocation of resources. - Analysis of experiences.
EVALUATION OF PLANNING
Unit 4
- Diagnosis as a frame of reference for evaluation. - Analysis of the formulation of planning as a proposal for change. - Phases in the evaluation process: formulation, implementation, results and impacts - Characteristics of participatory evaluation. - Evaluation strategies. Main factors of success or failure. - Methodology and evaluation technique. Evaluation design. Construction of indicators.
